likely to be adopted today at the Organization for Economic Co-operation
and Development (OECD), has been heavily criticized by ECA-Watch,
an international network of environment, development, human rights
and labour groups.

15, 2003 As government negotiations reopen September 16 at
the Organization for Economic Cooperation and Development (OECD)
on the environmental guidelines for Export Credit Agencies (ECAs),
an international coalition of NGOs has launched a report entitled
" Race to the Bottom II
." The report is highly critical of the current draft
environmental framework."
