RECOMMENDATIONS FOR G-8 LEADERS ON ECAs AND THE OECD EXPORT CREDIT GROUP · Keep negotiating until an internationally acceptable agreement on common standards and guidelines is achieved. The ECAs of the G-8 countries have failed so far to create substantive, uniform guidelines that will protect against the kinds of environmental and social harm defined and experienced by affected communities. While progress toward reform is being made by some governments (UK, US), others (especially Germany) are dragging down the process, perpetuating the race to the bottom. Therefore the process of negotiating reform must continue past the 2001 deadlines set by the G-8 Leaders. · Agree to higher-level, internationally accepted environmental standards and guidelines, such as those of the European Union or World Bank Group. · Require transparency and public participation on policies and projects, including the timely public disclosure of pending projects and consultation with NGOs and affected communities. This is supported by the 2001 G-8 Environment Ministers Trieste Communiqué. · Support the larger campaign demands found in the NGOs Jakarta Declaration on ECA reform. ### Previous
